Funny but all too true. Watched this play out in the Dakotas and now Saskatchewan. Their play book is always the same: portray nonresident hunters as something bad that needs to be regulated. The end result is outfitters come in and lock everything up so no one gets to hunt for free. Don't have a thousand dollars per person per day? No hunt for you!
